STATUTORY AUTHORITY:
Wyoming Statute 23-1-705(g).
Recipient chooses to hunt elk, deer, or antelope and declare species hunt area.
Hunting season dates and quotas are set during the April meeting of the Wyoming Game and Fish Commission. All licenses issued must be designated to nonprofit charitable organizations. As a condition of accepting the license, the organization shall agree to auction or otherwise bid the license to the highest bidder or to raffle the license to members of the public. The recipients of these licenses must designate the specific hunt area in which they want the license issued. The recipients of these licenses must pay the full price for the license.The recipient of the commissioner license authorization may only transfer the license authorization to another person if no additional consideration above the bid or raffle price is paid by the transferee. The recipient of the license authorization may donate the license authorization back to the nonprofit charitable organization that originally bid the license authorization to be rebid to a new highest bidder. Once the actual license is issued, it cannot be canceled or transferred.

Holders of commissioner licenses shall be exempt from Commission regulations limiting the number of licenses an individual can possess in any one calendar year. For further information please call the Telephone Information Center at 307-777-4600.

Troopers Drum and Bugle Corps, a Wyoming non-profit celebrating its 65th anniversary, is proud to receive a Commissioner’s Tag for 2023. We respect the significance of this gift and hope to better honor it by partnering with another non-profit more capable of seeing this offering used to its best advantage.

Our benefactor is Commissioner John Masterson, a respected Casper attorney. Known for his legal work and philanthropy in Wyoming, Masterson is – for us – even more important as a key player in the world of competitive drum corps. We are proud to call him one of our own. He was a marching member of the Troopers in his youth, later working as corps director for the corps. He is a long-serving member of our board AND is a respected member of the board of directors for Drum Corps International, the governing body of the activity.

In 2023, the Troopers celebrate their 65th anniversary. Since being established by Casper business man Jim Jones in the late 1950s, the Troopers have proudly served as musical promoters for Wyoming and the west. Our show themes regularly pay tribute to western and Americana themes. Our 2022 show was specifically an homage to the state’s oil industry. This year, our show is themed to the spirit and grit of the state from which we hale. We proudly proclaim Wyoming as our home where ever we go and annually entice visitors to the state.

Although not a traditional wildlife non-profit, the possible benefits of receiving and appropriately handling this hunting tag are invaluable to us. In the world of drum corps, inflation is severely impacting two of the key ways we support our young people – travel and nutrition costs. Expanding our fundraising streams is key to serving our members.

Our experience is in serving young people: changing their lives through rigorous rehearsal with highly-qualified instructors; mentoring to build positive character; making their health, wellness & safety a priority; and providing an environment that promotes dignity and respect through a positive member experience.
