This is probably the flag of the Headquarters and Headquarters Squadron for the 16th Marine Regiment, Fleet Marine Forces. These units are tasked with training, administrative support and the continuing professional education of all personnel assigned to the superior unit to which they are a part.
The 16th Marines were an engineer regiment and part of the 5th Marine Division. The regiment was raised in December 1943 but were short-lived and were deactivated in May 1944. However, some of its subordinate units, the 5th Engineer battalion (formerly the 1st Battalion, 16th Marines) and the 5th Pioneer Battalion (formerly 2nd Battalion, 16th Marines) were sent to the Pacific after being activated on the day the 16th Marines disbanded. An element of these units served at Iwo Jima.
Since this flag is bordered with gold fringe it is the ceremonial standard for this command and matches the prescribed Marine flags in terms of colors and devices.
